It really doesn’t make a lot of sense. That’s probably why the Jackson film changed it to Barad-dur and Orthanc.

Yeah, it isn't the most obvious choice. Jackson definitely changed it because they shifted Frodo and Sam's journey past Minas Morgul and through Cirith Ungol from The Two Towers to The Return of the King, so it would have made even LESS sense to stick with it
